The ASECAP General Assembly, that was held on 16 December 2025 in Rome, unanimously appointed the following personalities for 2026:
Christophe Boutin is a senior executive and recognized expert in motorway infrastructure, concession management, and transport policy, with extensive experience at national, European, and international levels.
He currently serves as Director General of ASFA (Association of French Motorway Companies), a position he has held since 2011. In this role, he leads the professional association representing France’s motorway operators, coordinates collective initiatives among its members, and oversees strategic work related to motorway safety, concession contracts, and public policies affecting the motorway sector. He acts as a key interface between motorway operators, public authorities, and institutional stakeholders.
At the European and international levels, Christophe Boutin plays an active leadership role within major industry organizations. He is President of ASECAP (European Association of Toll Motorway, Bridge and Tunnel Concessionaires), where he contributes to shaping common positions on European transport policy and infrastructure regulation. He is also a Board Member of IBTTA (International Bridge, Tunnel and Turnpike Association), supporting dialogue and knowledge-sharing among motorway and toll road operators worldwide. In addition, he serves as President of the European Facilitation Platform (EFP), an organization dedicated to structuring and facilitating relations between motorway operators and European Electronic Toll Service (EETS) providers, with the objective of improving interoperability and cross-border mobility.
Christophe Boutin is a graduate of École Polytechnique and École Nationale des Ponts et Chaussées, two of France’s most prestigious engineering institutions, which provided him with a strong foundation in engineering, infrastructure economics, and public policy.
Before joining ASFA, he held several senior positions within the motorway sector between 2004 and 2011. Notably, he served as Director of Construction and Sustainable Development at SAPN (Société des Autoroutes Paris–Normandie), where he was responsible for major infrastructure projects and the integration of environmental and sustainability objectives. He also worked at Sanef (Société des Autoroutes du Nord et de l’Est de la France), where he was in charge of concession contract management and relations with the granting authority. Earlier in his career, he worked as a management consultant with The Boston Consulting Group (BCG), advising clients on strategy, organization, and performance improvement.
Manuel Melo Ramos is Executive Director of Brisa Group, where he has played a central role in the Group’s leadership and strategic evolution for nearly two decades. Since 2020, he has served as Chief Executive Officer and Chief Operations Officer of Brisa Concessão Rodoviária, Brisa Group’s main concession company, overseeing operational performance, strategic execution, and long-term value creation.Manuel Melo Ramos joined Brisa Group in 2005. He was actively involved in the Group’s most significant transformations, contributing to the diversification and modernization of Brisa’s business across the infrastructure and mobility sectors, including innovation, digitalization, and international expansion initiatives.In addition to his executive responsibilities, Manuel Melo Ramos is Chair of Brisa’s ESG Committee, where he leads the definition and implementation of the Group’s environmental, social, and governance strategy, reinforcing Brisa’s commitment to sustainability, responsible mobility, and long-term societal impact.He is an economist and holds an MBA from IE Business School in Madrid, combining strong analytical expertise with a strategic and operational leadership approach.Beyond Brisa Group, Manuel Melo Ramos has been actively involved in sector-wide representation. He is President of the Portuguese Association of Motorway and Toll Bridge Concessionaires, contributing to public policy dialogue and the development of best practices within the transport infrastructure sector.
Herbert Kasser (born 1964) is an Austrian business and public administration leader serving as the Chief Financial Officer (CFO) of ASFINAG, the state-owned company responsible for financing, planning, building, maintaining and tolling Austria’s motorways and expressways. He assumed the CFO role on June 1, 2024, where he oversees finance and accounting, controlling, human resources, and toll operations. Kasser studied agricultural sciences and business at the University of Natural Resources and Life Sciences in Vienna. Prior to joining ASFINAG’s executive board, he had a long and distinguished career in the Austrian federal administration, especially in transport and finance. He led the Mobility Division at the Federal Ministry for Transport from 2008 and served as Secretary General of the Federal Ministry for Climate Protection, where he was widely recognized as an expert in infrastructure policy and financing. Earlier in his career, he was a department head in the Budget Section of the Federal Ministry of Finance, with responsibilities for infrastructure funding, transport, innovation and technology. Throughout his career, Kasser has also served on supervisory boards of major Austrian infrastructure entities and research organizations, underscoring his expertise in infrastructure strategy and public finance. He is presently, the ASECAP Second Vice President.

Mr. Konstantinos Koutsoukos is an A.U.Th. graduate Traffic Civil Engineer and a member of the “Egnatia Odos SA” (EOAE) officials since 1997. The company’s scope is the design, operation, maintenance and exploitation of the Egnatia Motorway. Mr. Koutsoukos occupied various senior management positions and, in 2006, he was appointed as Toll Operation Manager responsible for the operation of the tolling system along the Egnatia Motorway. He has a professional experience of more than 25 years, both in Greece and in the USA, and he is specialised in the field of Traffic Engineering Projects. His experience includes a six-year period in a USA state body in Texas responsible for the design of Intelligent Transportation Systems (ITS) motorway projects and track-guided modes of transport.
He is an Aristotle University of Thessaloniki graduate (1988) and holder of two post-graduate degrees: a Master of Science in Civil Engineering acquired at Minnesota University (scholarship) and an MBA acquired at Texas University (scholarship).
As “Egnatia Odos SA” representative, he was a General Secretary (2014-2016) and a founding member of the Hellenic Association of Toll Road Network (HELLASTRON). The organization was founded with the participation of all tolled motorways and infrastructures currently operating in Greece, a network covering a combined motorway length of 2,500km. In 2014, he was an elected member of the European Association of Operators of Toll Road Infrastructures – ASECAP (Executive Committee – COMEX), and a representative of the eight Greek motorways. Since 2002, Mr. Koutsoukos has been the Greek representative in the European Committee with regard to issues pertaining to e-tolling and interoperability, and a founding member of the Tunnels Administrative Authority (DAS) since 2007. DAS is the authority responsible for licencing all tunnels along the Greek motorways. He is a member of the Technical Chamber of Greece (TEE) since 1989, and a member of the American Society of Civil Engineers – ITE. Mr. Koutsoukos has numerous published papers presented in both World and Greek conferences in the field of traffic engineering. For one of the earliest ones, Mr. Koutsoukos was awarded the best paper prize in the Transportation Research Board Conference held in 1990, in Washington D.C. In 1995, his name was included in the 29th Edition of Who is Who in Finance and Industry, both for his professional activities and his involvement in the field of Finance.
