PE "Roads of Serbia" has launched two new educational campaigns, continuing activities to improve traffic safety by increasing the level of awareness of traffic participants about topics of great importance.

The campaigns’ slogans – “Do not block the emergency lane, do not stop life” and “Do not destroy a traffic sign – A sign means life", precisely, vividly and clearly speak of fundamentally important information for all traffic participants which PE “Roads of Serbia” realizes as a socially responsible enterprise, managing the state road network in the Republic of Serbia.

The campaigns are implemented by the Public Enterprise “Roads of Serbia”, with the support of the Ministry of Construction, Transport and Infrastructure and the Ministry of Internal Affairs.


1. “Do not block the emergency lane, do not stop life”

By conducting the educational campaign “Do not block the emergency lane, do not stop life”, PE “Roads of Serbia” wishes to influence the behaviour of drivers on the motorways and raise awareness about the significance and the use of the emergency lane.

The campaign is conceived with aim to influence the unlawful behavior of traffic participants when using the emergency lane, for the purpose of educating road users on the proper use of the emergency lane, exclusively for stopping of vehicles due to a malfunction or sudden inability of the driver to drive, and to point out the risks and consequences of unsafe stopping in the emergency lane.   

Considering the high prevalence of traffic accidents in the emergency lane on the motorway, the educational campaign is specifically aimed at the drivers of freight vehicles, bus drivers who pick up passengers, drivers of passenger vehicles who unlawfully stop in the emergency lane to carry out various activities.


2. “Do not destroy a traffic sign – a sign means life”

By launching this educational campaign, PE “Roads of Serbia” want to point out the impact of damaged, stolen traffic signage and equipment on traffic safety and appeals to all those destroying, stealing or damaging the traffic signage in any way not to do that, because in that way traffic accidents could be prevented.   

Inability of traffic participants to promptly respond and make a decision due to deficient or missing traffic signage is, first and foremost, a consequence of third persons’ vandalism, which could result in traffic accidents with fatal outcome.

The basic goal of educational campaigns is raising awareness about the problem of traffic-related fatalities, i.e., bringing the attention of the public to the significance and possibilities of improving the level of traffic safety, as well as reducing the level of traffic-related fatalities through education of all traffic participants.

Having in mind the importance of participation of media in promoting campaigns, we organized media event on October, 2nd 2023, at the toll station Belgrade, in the presence of the Minister of Construction, Transport and Infrastructure, Goran Vesić, the Head of the Traffic Police Administration, Slaviša Lakićević, Acting Director of PE “Roads of Serbia“ Zoran Drobnjak with associates, traffic safety experts as well as the creative teams who worked on the campaign. Official opening of the event was premiere screening of the video clips “Do not block the emergency lane, do not stop life” and “Do not destroy a traffic sign – A sign means life”.

Officially marked beginning of two new educational campaigns of PE “Roads of Serbia” for raising the level of traffic safety, will have a specific impact on drivers and all the other traffic participants as well, since two characteristic themes are clearly emphasized:

          * What kinds of stopping in the emergency lane are allowed and
          * The impact of demolition of traffic signage to traffic safety  

For better visibility and adequate media promotion, PE “Roads of Serbia” has prepared video clips and radio spots, posters, social network announcements and informative flyers in Serbian and English language.

PE “Roads of Serbia” has completed the most important projects and works, with the aim of connecting the entire territory through a network of new, modern roads while also creating new forms of cooperation with the neighboring regional countries contributing to а greater economic potential:

Belgrade Bypass in full highway profile to Bubanj potok

PE „Roads of Serbia“ is proud to announce that the Belgrade Bypass in the length of 47.7 km and full highway profile, is opened to traffic.  

The Belgrade Bypass connects the branch of Corridor Xb, E-75 (border with Hungary, Horgos - Novi Sad - Belgrade) with Corridor X, E-70 (border with Croatia, Batrovci - Belgrade), state road IB category number 26 and Route 4, E -763 (Belgrade - Pozega - border with Montenegro Boljare) and again part of Corridor X, E-75 (Belgrade - Niš - Presevo - border with North Macedonia).

With the completion of the Belgrade Bypass, traffic is diverted from the overloaded basic network of city roads to the Bypass, which contributes to shortening the travel time for transit flows, reducing the number of traffic accidents, the costs of vehicle exploitation, harmful gases and noise from vehicles in the inner city area.
Belgrade Bypass consists of the following sections:

 * Section A: Batajnica - Dobanovci
 * Section B: Dobanovci – Bubanj Potok
 * Section C: Bubanj Potok – Pancevo (E – 70) – upcoming works

A total of six interchanges and junctions have been built on the Bypass:  Batajnica, Dobanovci, Ostruznica, Orlovaca, Avala and Bubanj Potok.

Situational and height solutions of the basic route have been set so that in the future it will be possible to build other interchanges if there are justified traffic reasons for this.

In the section from Dobanovci to Bubanj Potok, there are 41 bridge locations with 79 structures.

The largest bridge is over the Sava river near Ostružnica, which consists of three steel structures with a total length of 1,965 m.

All other bridges are concrete, and five bridges stand out in terms of size: Sveta Petka 408 m, Železnička reka 406 m, Kievski potok 571 m, Topčiderska dolina 597 m and Bridge over the railway 430 m.

Four tunnels were designed on the route: Lipak 665 m, Železnik 699 m, Straževica 745 m and Beli Potok 360 m.

     



The New Belgrade – Surčin section opened to traffic

Section New Belgrade - Surcin, the urban part of the E-763 highway, Belgrade - South Adriatic, was opened to traffic at the beginning of April of this year, thus creating a direct connection between the capital of Serbia and the "Milos Veliki" highway.

The section New Belgrade - Surcin is recognized as an object of importance for the Republic of Serbia because it represents the connection between the city of Belgrade and the highway E-763 - "Milos Veliki", which creates a functional unit of city roads and the highway E-763, which represents the shortest connection of Belgrade with the Adriatic Sea.

The length of the section is 7.9 km and it is designed for a speed of 80 kilometers per hour.

Four bridges and two overpasses were built on the route.

The section has three 3.5 m wide lanes in each direction, a 5.0 m dividing strip, 2.0 m wide pedestrian paths and a 2.2 m wide bicycle path.

      



Open Balkan unified TAG – Serbia and North Macedonia

Within the framework of the regional economic cooperation Open Balkan, at the initiative of PE "Roads of Serbia" cooperation between the Republic of Serbia and the Republic of North Macedonia on the joint toll collection was established.

Using a unified Tag device drivers can pass trough toll stations in both countries without stopping.

PE „Roads of Serbia“ has developed a web platform https://openbalkan-etc.com/ where all the information on the project and registration is available.

In order to enable drivers traveling to North Macedonia to purchase or reconfigure a TAG device on the Open Balkan ETC, PE "Roads of Serbia" opened a mobile point of sale at the Presevo toll station.

Having in mind that the memorandum on business cooperation between PE „Roads of Serbia“ and „Hrvatske Autoceste“ has been signed, we expect that the unified system for toll collection in Republic of Serbia and the Republic of Croatia will be available in September this year.

PE “Roads of Serbia” and “Hrvatske autoceste” signed a memorandum on business cooperation, all with the aim of improving and strengthening cooperation in the following areas:
   - Integration and interconnection of electronic toll collection systems
   - Development of the modern network of highways
   - Highway safety
   - Environmental protection
   - Application of European standards

In the Government of the Republic of Serbia, in the presence of the Minister of Construction, Transport and Infrastructure, Goran Vesić, and the Minister of Human and Minority Rights and Social Dialogue, Tomislav Žigmanov, a memorandum on business cooperation was signed on behalf of PE "Roads of Serbia" by acting director Zoran Drobnjak with the director of "Hrvatske Autoceste" Boris Huzjan.

By signing the Memorandum on Business Cooperation, good business relations between these two companies will continue, which will contribute to the connection and integration of the system for electronic toll collection between the Republic of Serbia and the Republic of Croatia.

By integrating the systems of the two countries, users of electronic toll collection will use one device for electronic toll collection (TAG/ENC) to travel smoothly and pay tolls in the territories of the two countries.

It is expected that the unified electronic toll collection system between the Republic of Serbia and the Republic of Croatia will be operational in September 2023.

    


 

 

The roundabout at the south end of Andornaktálya was constructed in the summer of 2018 as part of the construction of express road M25, which connects motorway M3 to Eger in North-East Hungary. Experiences gained since it was commissioned shows that this is an intersection which needs lighting for the purpose of traffic safety so that using the roundabout will be safer after dark for cars and bicycles alike.

A solar panel lighting system was installed at the roundabout which has a storage capacity sufficient to cover the energy needs of the functional lighting all year round. Power for the lighting is provided using solar panels and connecting rechargeable batteries.

This island type functional lighting is not only unique in Hungary, but is also the first lighting of this type in Europe. What makes it unique is that the storage capacity installed is capable of providing for night lighting all year round, even on the most overcast of days.

The core feature of this solution is that light is provided in the intersection using candelabra style lights installed on the central component, and also provided separately for the bicycle crossing. This means that those entering the intersection will not encounter any separate functional lighting columns.

This custom developed functional lighting works independently of the grid. The LED lamps provide a light level of 10 lux by default in the roundabout and 15 lux at the bicycle crossing.

When installing the roundabout, a fixed power connection has also been installed as backup in case the solar system does not generate sufficient power. This might be useful during winter, when night comes sooner, a lot of light needs to be provided during the dark, and there are fewer hours of sunshine. In this case, when the batteries drain to 60%, the system automatically fails over to the fixed power connection, and uses it to operate until the solar system again generates sufficient energy for safe operation.

This functional lighting was installed last November. Once the pilot was over, the system was fine tuned further from the beginning of the year, and is now working perfectly. Ever since the final adjustment, it was never necessary to connect to the grid.

The technology is made all the more unique by industrial motion detector sensors on the lampposts at all four connecting road sections and at the bicycle route entry point which adjust light levels. This means that a significant proportion of energy can be saved, as the standard 10 lux lighting is automatically tuned down to 3 lux when the roundabout is not being used.

The complete functional lighting system of the roundabout has been integrated with the HDMR Smart City system deployed at Magyar Közút Nonprofit Zrt., which means that the connection between the centre and the luminaries is bidirectional.

The main function of the HDMR Smart City system is to gradually decrease the light levels of the luminaries when it detects that the roundabout has been free of traffic for 2 minutes. However, when a car arrives, this is detected by a motion sensor, and by the time the car makes it to the roundabout, the luminaries receive a wireless signal which triggers an increase in light levels so that when the driver arrives to the roundabout the light is up to the standard level.

Similarly to the road for cars, a motion sensor has also been installed at the bicycle crossing, so that the light levels of the system are also increased when someone arrives by bike.

Compared to traditional sodium lights, the LED luminaries represent an energy saving of 50%. In addition, thanks to the HDMR motion sensor technology, the system is capable of saving up to an additional 40% on average.

Following an appointment issued by NIF Zrt., this grid-separated functional lighting of the roundabout in the vicinity of Andornaktálya was constructed by Zöld Garden Kft. using developments performed by HOFEKA Kft.
